These are the most common reasons that this happens:

1 - A firewall on the GP server. Please whitelist this URL: https://mekapimanagement.azure-api.net/MekormaValidation
2 - A version of TLS earlier than 1.2 is being used. Even if you have TLS 1.2 installed, you must explicitly disable earlier versions of TLS. This article from Microsoft explains how to do so: https://techcommunity.microsoft.com/blog/exchange/exchange-server-tls-guidance-part-3-turning-off-tls-1-01-1/607898
